However, Officer Martin Suarez testified that Millard was under the influence based on the results of the field sobriety tests, his driving pattern and the statements Millard made after the collision. U.S. District Court Judge David O. Carter testified on behalf of Millard, saying that He is brutally truthful. Millard is charged with felony drunk driving and faces a maximum of 6 years in prison. Millard retired in 1999 and now is a private judge at Judicate West.
